Find it before FEMA does.

Civiclear reviews contracts, procurement files and FEMA Public Assistance packets against 2 CFR 200 and FEMA policy before they are submitted. Every finding cites the clause, the page and the rule version that applied on your award date.

Civiclear drafts. Your staff review and approve every finding.

01 · The problem

Disaster money gets stuck on paperwork.

Counties pay for recovery up front, then wait on reimbursement. One missing invoice or one noncompliant clause sends a packet back, and the wait starts over.

02 · How it works

Four steps, every one on the record.

STEP 1

Ingest

Upload the contract, procurement file, invoices or the full reimbursement packet as PDFs.

STEP 2

Check

Pricing terms, required federal clauses and packet completeness, under the rule version in force on the award date.

STEP 3

Explain

Each finding quotes the clause, names the page and cites the rule. If something is missing, it says so.

STEP 4

Seal

Findings, source and memo are hash-chained and signed into an evidence package anyone can verify offline.

03 · The product

The right rule, for the right date.

The Uniform Guidance was renumbered in 2014, 2020 and 2024. The same clause can carry a different citation depending on when the award was made. Try it.

Every review exports a signed, tamper-evident package. Change one finding and verification fails.

04 · Who it's for

Built for the people who sign the packet.

Finance directors

Know what an auditor will question before the single audit does.

  • Pricing and clause checks
  • Corrective-action memo
  • Exportable evidence

Emergency managers

Submit Public Assistance packets that don't come back with requests for information.

  • Packet completeness
  • PAPPG version by declaration
  • Fewer resubmissions

County administrators

See exposure across projects without adding staff or hourly consultants.

  • One review standard
  • Clear human sign-off
  • Records you can retain
05 · Security & data

Help us shape it on your next packet.

We're working with a small number of cities and counties. You bring a real reimbursement packet or contract. We run the review with you, free, and build what your team actually needs.

07 · Questions
Does Civiclear replace our reviewer or auditor?

No. It drafts findings with citations so your staff and auditors spend their time on judgment, not hunting for the clause. A person approves every finding.

Do you train on our documents?

No. Your documents are used only to produce your review, and that commitment goes in the contract.

Which rules do you check?

2 CFR 200 procurement and contract provisions, including the 2014, 2020 and 2024 versions, and FEMA Public Assistance policy by declaration date. We start with disaster reimbursement and extend to every federal award.

Is software like this reimbursable?

It may be claimable as a management cost in some cases. Your state and FEMA decide, so we don't promise it.

Founders

Two founders. One standard: show the evidence.

We met at the University of Michigan's Ross School of Business in 2023. Civiclear is the company we've wanted to build together: software that makes federal money easier to receive and harder to lose.

Arad Lahiji

Co-founder & CEO

Arad leads customers, partnerships and go-to-market. He has spent years identifying market opportunities and turning them into businesses, and he runs Civiclear's work with design-partner cities and counties.

Why we're building this

Cities and counties already do the hard part: they respond, rebuild and pay. They shouldn't lose reimbursement to a clause nobody caught. We're building the reviewer every finance office deserves, one that cites its work and never guesses.
